Whenever we have had a lump removed it has been sent for testing with the exception of a couple of fatty tumors but even then I was asked if I wanted it tested. I would usually leave the decision up to my vet in that case.
Don't know where you are right now but I know I would find another vet. Being short, rude or snarky is the last thing I want in a vet.

I don't know but I don't get a warm and fuzzy feeling about this vet at all.
