you might try one of those full body type harness they make for dogs. Get a small one for the cat. You've seen them, I'm sure, they are the one's that are suppose to give your dog "comfort" when they are stressed out. Problem with all our cat harnesses is, the snap is designed to come apart if they get caught, or the cat can get a leg over one of the straps and escape. The wide ones for dogs might work better.
