That's because "back in the day" the shelters charged a fee if owners surrendered their own pet, but not if it was a stray they brought in. So naturally, everybody "just found" the dog or cat they were dropping off, even if they'd had him for ten years. Sad, really, and unfair, but the shelters had to do something to cover expenses.
