Where I live if you call Animal Control and tell them you've found a stray they come out and retrieve it for you. You may have to wait for them to come get it, but they do come. If there's a collar and tag, I'll call and coordinate the "reunion" myself. I live in a suburb, but it's a very quiet neighborhood and I'm at the end of the cul-de-sac. It seems it's a stray dog magnet though!
