As to dogs eliminating in someone else's campsite, I have maintained a very basic rule with my dogs:
My dogs do their daily ablutions in MY yard. I do not walk them around the neighborhood for potty breaks because that inherently requires them to pee and poop on someone else's property. I am completely on the side of the homeowner who complains because someone lets their dog pee on the tree at the edge of the property - it's their friggin' property. If my dog must eliminate during a walk, I direct them to the gutter area - pee will get washed out, I pick up the poop, and most people expect a gutter to have "icky" stuff, so they're not sitting in it, etc.
