In parks with a 6 foot lead,"rule" the rangers tend to tolerate this if your dog is well behaved, and not barking at every passer by.
Same plan for us..we sometimes tie to the bumper, sometimes to our chairs, maybe the picnic bench...depends on what works best at the time and the campsite setup.
