I, for one, understand your gripe, OP. I'm not going to say there weren't occasional accidents but, when I had my Bessie (Black Lab), we would hurry to the doggie park to do our business. In fact, more often than not, she WOULD do her business on command. They can be trained to do so. Simple repetition is about all it takes to train such a thing. What you have there are either lazy "parents" or they just don't have a grasp of social etiquette.
I will now sit back with my popcorn and listen to the above mentioned "parents" expound upon why Fido will do what he does and they have no control. Sad, I know... but here it comes.
