I agree with the OP. I've seen people let their dogs urinate on picnic tables and on the power/water posts.

Walk them down the middle of the road to the dog area! Nobody wants to watch your dog take a dump on their site, especially while eating or BBQing. Rude and inconsiderate to say the least.
