Here are my views as a two-dog owner, and someone who walks dogs a lot. Dogs will pee on any structure that other dogs pee on, and so on, and so on, and so on. Once the first prehistoric dog peed, they have been trying to over-pee each other ever since.
SO, I'd say pooping or peeing dogs ALONG the road or loop driveways (on the frontage edge of any sites) are pretty much unavoidable in a park that allows dogs, even if they have a dog park. But more than 3-feet inside the space is a different matter. If you rented the space, you don't need to invite or allow dogs well into the space. But posts, pavement and grass about 2 or 3 feet in from the road is pretty much standard dog territory, and any poop should/must be picked up by the dog owner. I understand non-dog owners not being crazy about poop even when picked up, so I say, inside the site you have the right not to have to deal with that, but not on the edge of the site.
P.S. I try to keep my dogs from peeing on people's mailboxes because that is my attempt at respect for the mailbox owners, but man, my dogs DO NOT like that rule.
