As a retired health inspector, I can assure you that picking up fecal matter with a plastic bagged hand does not remove all the material. Like what? Tape worms, round worms( little kids get it from handling pets and not washing their hands and they are called pin worms), hook worms (you get it when you walk bare.
It sounds like you feel dogs should only be allowed to bathroom in a designated pet area (or no pets should ever be allowed) since as you claim 100% of fecal matter will never be removed. Perhaps you should voice your displeasure with your wallet and only camp where pets are not allowed, perhaps only stay at campground where the surfaces can be disinfected.
As a retired health inspector you should know that there are many more animals besides pet dogs that are leaving worms on your site, one might even say these other animals are the resivoir of these worms from which dogs get them. How do you plan on preventing these dreaded worms from contaminating your site if pets where not allowed?
