You will need to check with the park that you plan staying at. Some have specific dog walking areas some do not. But of course clean up to a requirement. One park we go to issues a $!00 fine if you do not clean up after them I am sure that if it was seen at night they would not understand that you plan on picking it up in the AM.
I use the head lamp works great no matter what time of night.
