It's my understanding the pets were in pet carriers inside a car and the car was being carried on top of a flat bed (car hauler) trailer. They weren't on the roof of the car.
The ride inside the car would be no worse than a car being driven down the road. The flat bed trailer has suspension and so does the car in reality the ride was probably very smooth.
As long as the temperature inside the car was comfortable and the pets were out of direct sunlight, I see nothing wrong with transporting them this way.
When my two dogs were in pet carriers they slept most of the time as we headed down the road. I carried them with the carriers tied down in the back of my pickup truck as long as the weather was good. They both had heavy fur and hated to be inside the truck. They would get too warm.
