Unfortunately a business owner can not question someone on whether or not the dog is a true service dog.
Therefore you see lots of folks with their 'companion' dog in restaurants, stores, just about everywhere and they can get away with it.
We were in a Sizzler couple weeks ago. Large family came in carrying a medium size mutt and hit the buffet line taking turns carrying it down the line.
Manger looked fit to be tied but couldn't do much about it without causing a scene.
I think some folks just hope a business owner will question so they can ring up an ambulance chaser.
