I personally would like to see a national certification program for all service animals. When the animal successfully completes the training program they are awarded the proper documentation and vest that they would be required to wear when performing as a service animal.
I've encountered numerous folks that carry their dogs around in purses and call them "Service Dogs", but I've encountered very few folks that have real "Service Dogs". One was a family that had an autistic child, the dog provided the focus necessary for the child to function in public. Another was a lady that wanted to find out how to get a service dog trained for detecting seizures before they actually happened.
I recently had triple bypass surgery and trained both of my dogs to come and sit in front of me when I needed assistance to get up from a chair. I would then grab the hair on their necks and they would back away from the chair essentially pulling me up. Since I no longer need the help they are no longer my service dogs but they will still do the job if I ask them (BTW - they are 75lb and 85lb Bouviers).
