A start would be something similar to what is offered by Pet Partners (formerly Delta Society). I've had therapy dogs that required certification by a recognized organization, at that time the only one that was recognized nation wide was Delta Society. These are private organizations that provide the service. The problem is that there is NO standard for what constitutes a service dog or how they are trained. Put in the regulations and let the private industry make it happen. Guide Dogs for the Blind is a start.
Is the improper use of the service animal tag really worth opening the can of worms that national policy can create?
