Fake service dogs. One of the ladies here in the park has a dog that is a "pet". He is well behaved. She has decided to order him a service dog vest which she has done. She probably could use a service dog due to health problems, but the fact remains she is going to vest a dog that is a pet and has no formal training as a service dog. You can order the vests online - anyone can. They should "only" sell them thru the service organizations that train the dogs!
