Who would establish the certification? Paid trainer? Government officials? Who would pay them? Many people who need service animals would not be able to cover the cost of certification. Many spend a year or more self training the animal. Who defines the need for a service animal? How do you prove the service animal recognizes seizures, diabetic episodes, etc?
Is the improper use of the service animal tag really worth opening the can of worms that national policy can create?
