How big of a problem is this? I rarely see service dogs anywhere for anyone.
And IMHO, asking anybody about their service dog, handicap, cane, why they are using a handicap parking space, handicap toilet, etc is just plain rude.
It is NONE of your business and privacy should protected.
My pet peeve is in FL, the first fifteen parking spots are for handicap parking and they are full and used by people whose only handicap is that that they are fat BUT, I don't know their story. They may have had a knee or hip replacement. NONE OF MY BUSINESS!
