I am also a retired health inspector as is Francesca Knowles and I want to assure you that health inspectors do care a lot whether or not an animal is a service dog or not. A lot of the responses I've read here that says essentially, "what's the big deal whether or not the animal is or is not a service animal?". It would take much too much time to explain all of the potential problems animals can cause a food service establishment in terms of disease transmission, defecating or urinating on floors or foodstuffs, etc. Even just sniffing an open bag of french bread by an animal is dangerous to the health of human beings. Please everyone, leave the decision to exclude non service animals to the people who have the knowledge and authority to do so. The Health Departments in the State of California, as required by law, will only allow seeing eyed dogs for the blind and certified service animals in food establishments.
