I got it. Basically a Belgian Malinois police dog was sent back for training because he was too interested in play rather than doing his job.

Personality is very important in working dogs. Friendly and playful is great in a family dog, not so much in a bomb sniffing, SAR or attack dog - or I suspect in a herd/flock protection situation like Mark has.
