Has he been drinking? I'd worry about that more than food intake.

As far as how you know when it's time and those who say that "you'll just know" -- I've had to make the difficult decision many times over the years, and only with pets who had been diagnosed with a terminal illness did I really feel like I knew. For the ones who were "just" very old -- no, I've never really felt that I've known.
And having spent many years co-moderating a pet board, I assure you that many pet owners do NOT know. So don't feel like there's something wrong if you don't. I think pet owners maybe do a disservice to others when they assure you (generic you) that you'll know. It's okay to not know with absolute certainty. As long as you make the decision with love and the best interest of your pet in mind it will be the right decision.
There are various pet quality of life scales you can find on the Internet, and those are sometimes helpful. Although I think maybe more helpful for dogs than cats.
