Until she does. I used to do the same thing with my well trained, obedient, friendly black lab, until she got excited in seeing another dog being walked by his owner, and approached to say hello. The other dog took exception, snapped at mine, and pulled at her leash, barking loudly. Had mine advanced instead of retreated, I would have had no way to control her. I felt like a jerk (and was one) since the other guy was following the rules, and I wasn't. Last time I left her off leash at the campsite. Best to control your own dog, as you never know when some other "jerk" is not controlling his.
