the only reason he will run under the dash is to hide so he feels safer. Give him another option that will make him feel safe. We used to have a place under the sofa by pulling back the front facade.
If you can't find a spot in the coach, then add a soft sided crate as suggested above. Start with it in your house before the trip by always feeding treats inside the crate for a couple weeks. You probably won't even have to close the door of the crate but you might want to consider putting a towel over the majority of the door so it stays dark inside but he doesn't feel trapped inside it.
I have trapped over a dozen feral cats and every time they quieted right down after we threw a towel over the cage to make it dark. It makes them feel safe.
