No sure about down there but, up here in NY we had to jump thru hoops to adapt the dog we wanted, and yes we got the dog we wanted, but, 1) had to fill out a 5 page application, 2) have someone from a recognized animal rescues league come to our house and do an inspection and in person interview, 3) then had to go to the adoption kennel and spend time there with the dog and people at the agency, then we were approved. In defense of the adoption agencies, They want to insure that once a pet is adopted that it's a good fit and a permanent adoption.
Same thing here in Lake County Fl. I guess they want to make sure people are not eating them.
