Keepmotoring - I meant to add that I do understand your frustration. Even though I have fostered for years, I would not qualify to adopt for many of the rescue groups in my area based on "the rules".
I have found that actually talking directly to the foster parent (by phone or in person - not email) will often get you past/around the red-tape. An adoption counselor does not necessarily know anything about the dog except what's written on the bio. If the bio says "fenced yard only", they're going to stick to that rule. Whereas the foster parent can say "well, your situation is a bit unique, and I think the dog would really fit in your home, so I'll make an exception in this case". Or the foster parent might say "this dog can't stand being inside all day with only 2 1/2 hour walks; it's just not going to work out with him".
