I'm finding this to be a very interesting discussion.
Our Shepherd/Chow/Golden?? mix is very social and loves the chance to meet and play with other dogs.
We just spent the weekend at a very dog-friendly park ( Chocorua KOA in Tamworth, NH). I think the campers with dogs outnumbered those without.
I need to work more with him more on not pulling, as his first reaction is to pull hard to try to meet the other dog.
It's enlightening to see the viewpoints shown here.
My experience has been that most dogs he meets are happy to meet him and the owners are generally fine with the meetings also. It's good to get a reminder that such meetings need to be consensual from both sides.
I will generally try to initiate a greeting, as I know my guy loves it, but I always try to get some sort of positive vibe from the other owner & dog before letting him enter their space. I don't want to be one of "those" owners who tick everybody off.
