Yep, that was going to be my first suggestion before I read your whole post.
A training technique I have use also is to pull back strenuously when the dog pulls the lead. Stop him in his tracks if I have to. A few repetitions and they soon figure out that being a sled dog is not the plan. Dogs are pretty smart- after all they've been watching us for a long time.
