Truck is not unattended, dog is inside. Police run A/C here all the time when they have a K-9 unit.

As for what LEO's do:
You may have observed that many rules don't apply to such professionals when performing their duties.
Per heat protection:
In my case, if I have the dog along in hot weather, I simply short-leash her, leave all the windows rolled down and if at all possible, the door next to her position open. This last provides "drainage" of heat and of course works best if one can find an end/curb spot somewhere. Now she's just in the shade. If I expect to be gone for more than a few minutes, I leave her an open water dish, too.
In all the years I've been doing this, no one has ever bothered/approached the car...that I know of. Nothing stolen/disturbed, anyway. That could be due to either:
A) The ferociously barking dog scared the bad guys away,
OR
B) The bad guys figured that if there was anything of value in the vehicle, it would be locked up as tight as a tick.
Of course, there's nothing in the car EVER that's more valuable than the life of the living creature that I'm responsible for.
