If I had to guess, I think some of these rules get enforced when the RV pulls up and you can already hear the cacophony of shrill barking from the inside... or the threatening growl of a not-socialized big dog....
I was asked once, to bring my full-sized Aussie into the office, once we arrived (?) (I had already explained that he exceeded the 40 lb size limit by quite a bit). Come to find out, the office manager was a devout lover of Aussies and simply wanted to meet him :-)
