IF they are really concerned they would find one of the above.
That dog needs a different environment....one with people around all day

Call Animal Control
After a couple of calls.the folks will get the idea that having this dog is not worth it.
Right now THEY are not annoyed as the dogs howling doesn't affect them cause they are not there.
After Animal Control gets involved THEY will then have to do something.
THEY are the problem....not the dog.
CALL--help the dog
