I think you have every right to demand a stop to the noise and the owner has a responsibility to stop it, whatever it takes. Just imagine such a noise coming from some other source and there would be no question that it is disturbing the peace. For example, what if I stood in my yard and screeched and howled. Police would be there in no time. Don't put up with it. The source of the noise is not your problem.
