Making scooping easier to do will make it more likely to be done when it should be. I would strongly encourage them to set up a system to make it easy to scoop the boxes several times a day. The actual scooping takes only seconds and all could be scooped in a couple of minutes...the hardest part is getting a bag set up and all that. To make that a non issue, I use a five gallon paint type bucket with a lid and keep the scoop inside with a small (dollar store one or two gallon size) trash can. Four gallon trash bags work well as liners and are cheap. That would hold two and a half days for my five house cats so one day for theirs on a low bulk diet. If they set that up it will make litter box maintenance a matter of a few minutes of scooping morning and evening and whenever else the need arises, and one trip to the trash per day.
As I said, I would also recommend an air purifier. The Alpine "Thunderstorm in a box" variety is my favorite but a hepa from WallyWorld would help. That said, I have never heard of anyone getting a lung infection from dander. Asthma, yes, if they are allergic.
The birds.....well, that is what it is, I guess. They will need secured cages that can't be knocked down. Screen or hardware cloth can keep paws out. Nothing will keep the noise in, sadly.
