Very true. What is different now is that there is a new category of "Support Dog" designation that is being thrown around. Support dogs do not require any training, etc., and can receive "documentation" over the internet for a few bucks. Because many business employees don't know the legal difference between a "service dog" and a "support dog" (or "therapy dog" which is an entirely different category than either of the above), they don't know which dogs can be legally denied entrance and which can't.
In addition, as I mentioned above, the FAA has different regulations for air travel. A person only needs to obtain a doctor's note that is dated within one year of the travel date stating that the dog is required for "emotional support", provide it to the airline at least 48 hours prior to the flight, and the dog is allowed to fly unconfined (but constrained by leash, held in lap, etc.) in the passenger cabin.
