kcmoedoe ---Thank you for the assumption that I was trying to blame the victim. I was NOT, therefore your assumption is incorrect. The dog owner is always responsible for the actions of the dog. Plain and simple.
What I was trying to propose is the reduction of dog bites, by people learning how to act around dogs and approach them properly.
I have news for you:If you approach me, grab my cheeks, shake them, and then put your face in mine I would bite you!
I have personally investigated literately hundreds of dog bite incidents, and many were totally unnecessary, if the dog owner and/or the person that was bitten acted in an informed manner.
In your example, it is not the two years old's fault for mauling. It is the dog owner, AND the parent for not teaching the child. No one is blameless in a situation like that.
