They don't have less stable temperaments. They are being raised by jerks to be aggressive. And many people who adopt them don't bother with obedience training, etc. Yes, the dog has traits that make it "desirable" by jerkoffs, but it's the jerkoffs that allowed those traits to turn negative. Add in people who adopt dogs but don't understand the need for obedience, control, etc. and you get problems.
Every breed has certain tendencies that can be problems if the owner doesn't provide proper training and controls. Educate the owners, stop backyard breeders who care only about making a few bucks without doing anything (a quality breeder puts a lot of thought, work and money into each litter), and stop the accessory pets and you'll find the incidents of dog attacks goes down a lot.
