Mystery solved
I would have to change the Collies water two to three times a day because of dirt and grass. My new Collie Cooper was taking his paw and raking the top of the water before he took a drink.

Same tactic I use when slurping from a pond/creek/stock tank
Our rescue eats dirt and then rinses her mouth in her water dish, so there is always something in bottom of dish
