Surgery has been shown in human studies to lower immunity. Often dogs are stressed when they come into a shelter, of course, which further hammers the immune system. So the combo produces a pretty good opportunity for KC to develop, and from what we see in our local shelters, the vaccine doesn't do much. Fortunately it is usually not a big issue.
The kennel cough wasn't a big deal; just annoying because we had to wait to get him groomed, combined with the suture infection that was being treated. I once had a dog who got kennel cough at the vet while being boarded - I don't have much confidence in it, and we only have our pets get it because it's required for boarding and grooming. Otherwise, I wouldn't bother.
