Dogs can lick their paws for lots of reasons. It can be an OCD type behavior, sort of like nail biting or hair twirling in people. Those are often triggered by stress or anxiety, but then they simply become a self-soothing habit. Paw licking can also be due to boredom, nerve irritation, allergies or a reaction to pain (like arthritis). My guess is that when allergies aren't an obvious cause, it's most frequently due to boredom.
