Have had pups all my life, including 2 Westies currently but never have I heard of that. And also, my pups have never added to the puppy population.
I understand the reasoning, just never knew it existed.

From the website I linked, it looks like the entire state of Ohio does not have different fees for intact versus fixed dogs.
