Papers needed to cross into Canada with 2 dogs?

We've crossed into Canada around 30 times, over the years. Never have we been asked for shot records or health certificates. On the other hand, you had better have proof of rabies vaccination coming back into the US.

For what it's worth, we do carry health certificates along with the shot records; but no one seems to care about the health certificates.
