For what it's worth, we do carry health certificates along with the shot records; but no one seems to care about the health certificates.

Been going to Canada for years. Always had papers - never been asked.
That said - I would NEVER go into Canada with out the papers. I would not want myself or my pets to have to deal with consequences.
We make sure all vaccines are up to date and request a printed document from our vet.
As far as I know this document is good as long as it is within the the vaccines dates listed in the document.
