We have crossed into and out of Canada with our cat on several occasions and have always had the certificate of health and separate rabies record. This was when the certificate was only good for ten days. We have never been asked for them but did talk to CA board officer and he told us that he felt that no one should be required to get a new cert every time they crossed. It took us more than ten days to cross from Montana to Tok in AK and we would have to get another cert as we went in and out of Canada several times.
I hope this makes sense to you, but, it would have required a cert from our Vet, a second cert before leaving the USA due to stopping a few more places than we had planned, and then when leaving Haines going Dawson City. We didn't follow our original plan of straight through travel because we encountered so many glorious places we didn't do it in 10 days.
The Customs Officers know that ten days doesn't make sense and don't apply the ten or evidently now 30 day rule.
I don't know why it is 30 days, I don't care why, I just get one from the Vet to show good faith.
