My theory? People rarely leave their dogs in crates outside. However, on numerous occasions, I have seen people leave their dogs in their 'pens' outside alone while they sit inside and watch tv. The dogs often bark, get loose, and misbehave while the owners continue to watch tv. Yes, most dog owners with pens are good owners who take care of their dogs. But, some are not and they make it harder for all other owners. Pens are an enclosure but they are not a leash under human control. The same campgrounds probably don't allow one to tie their dog to a tree and walk away either. Which I have seen more than once.
