Pick up your pet's poop people. That's all I have to say on the topic.

I've not been to a State Park or State Recreation area anywhere in Indiana where anyone picked up after their horse.
I think the worst was at Obannan State Park in Southern Indiana. The stables are adjacent to the campground but from the stable area are trails that lead off. The road through the campground that goes to the stables is clearly marked, "No horses in campground".
But that did not stop anyone from walking their horses through the campground and ... you guessed it ... horse poop all over the road, and no one picking it up. Kids riding bicycles dodging the "bumps" in the road and the smell was awful. The riders of those horses simply did not care and had no regard to the people camping.
We complained to the campground host, the campground manager, and even online via the internet and email to the DNR. I don't think anything became of our complaints.
When we were there, it seemed campground hosts and management turned a blind eye to all kinds of rules violations that week. We've never been back to Obannon since.
