I cured counter-surfing with just one perfectly-applied correction: Jack the Cattle Dog had learned to surf from my son's girlfriend's dog. Since I already had a baby monitor, I set it so I could see the countertop, then put the monitor in the garage; put the shock collar on Jack and left it on him for a while so he more or less forgot it. Then I made a half of a peanut butter sandwich, took a bite of it, left it on the counter and walked out to the garage :-)
The very split-second his paws touched the countertop, I zapped him. He NEVER did that again. If you don't have an e-collar, you could set up a pail of golf balls to tip over, an alarm, anything that will startle the heck out of the dog. Be creative - think "Rube Goldberg". And then when you wander back into the house - act like you have no idea what just happened - you want them to associate the countertop with "scary things happening up there"
