If you don't get in their face they have no verbal recourse and of course the end result is they are finally forced to have to pick up their poop!
Wonder why some pick up after other's pets? Many years ago I had a neighbor who let his dog out early in the morning and he would trot down to our garage (the door was up about a foot to let heat escape) to do his 'business': I caught the dog in the act one morning so followed him home with a shovel in my hand. His owner was waiting for 'Fido' to come back so I handed the shovel to him and told him to follow me as I had a job for him. He did clean up the mess, without saying a word, and left; about 2 weeks later, I saw him out in his yard and as I walked by, I casually asked where 'Fido' was: without missing a beat he replied that 'Fido' was too much trouble so he had him put to sleep. I was devastated and to this day, have never complained about an errant dog - I just use my pooper scooper and plastic bags.
