Unfortunately really easy to sidestep. One might have 5 or 6 females, but claim only 2 are used for breeding and the others are pets. Do all the animals need to be "working" animals to be exempt or just one or two? Legislation like this always make me nervous. I understand it's intent and applaud it but the big abusers will still get away with it and the little person who's truly not intending to break the law may inadvertently do so.
