With a Ziploc bag you turn it inside out, pick up the poop and pull your hand out so that the bag is then right side out so that it can be zipped closed.
But . . . if someone is too lazy to tie a bag, it's not likely they'd zip a bag closed since IMO it's more difficult that tying.
