The incoming number can be changed to anything, and so can the caller ID readout. When you answer the call, you may see "police" or "mother". If they can't yet, someday soon they will match names from the reverse directory, so that Mr. Smith sees "Mrs. Smith" on the incoming caller ID.
It is not stated here, but keep in mind that when a call is made using the North American phone network (Canada and US), the originating caller sends 2 pieces of information to the recipient 1) CLID (the caller ID you see on your phone) and 2) ANI (the real caller ID). IT is important to note that it is very difficult to fake the ANI information (it would require access to the phone company network) and highly illegal in all jurisdictions I am aware of. The point, yes you can fake who you look like when placing a call but no you cannot fake who you are. If the call results in illegal activity the source can still easily be traced. Changing your CLID to impersonate the police, or to harass others are both scenarios that will likely result in the caller having a very bad day.
