If you do not understand this is a "BUCK/BOOST" device, or DC/DC converter
It takes in a wide range of voltages (most anything from 4 to 32, though I'd avoid the lmites) and outputs a regulated voltage between 1.5 and 32 It can make a low voltage higher. Or a high voltage lower. Or a varying voltage constant.
3 amps (nearly 60 watts) should be enough to run your TV.
You can also buy them pre-made at compter stores, Adjustable Universal DC Computer power supplies, MUCH more expensive though.
